The Embu County Director of Adult Education, Stephen Mboi, has appealed to the Government to waive examination fees for adult learners sitting the 2025 Kenya Certificate of Secondary Education (KCSE), saying many risk missing out due to financial constraints.
Mboi said the Sh7,200 examination fee is too much for most adult candidates, many of whom come from low-income backgrounds and are already making significant sacrifices to continue their education.
He said the high cost could discourage adult learners from pursuing formal education and undermine the Government’s efforts to promote lifelong learning and literacy.

“Most of these learners struggle to make ends meet. They are determined to improve their lives through education, but the high examination fees may lock them out of the KCSE,” Mboi said.
The County Director further urged the Ministry of Education to introduce capitation for adult learners to support their studies and sustain adult education centres across the country.
He noted that such support would enhance inclusivity, empower more Kenyans to gain formal qualifications, and boost their chances of securing employment while contributing meaningfully to national development.
Adult education programmes across Kenya continue to face funding shortages, with education officials warning that without financial support, many centres risk closure, hindering efforts to improve literacy among adults.
