Isaac Mutuma has been sworn in as the new Governor of Meru County, replacing impeached Kawira Mwangaza, in a ceremony held Monday at Mwendantu Grounds.

Mutuma’s swearing-in follows a High Court ruling that upheld the Senate’s decision to remove Mwangaza from office, marking the end of a protracted legal and political battle.

Water Cabinet Secretary Eric Muga, Cooperatives Principal Secretary Patrick Kiburi, and Laikipia Deputy Governor Reuben Kamuri were among the leaders present at the event.

On Friday, March 14, Justice Bahati Mwamuye dismissed Mwangaza’s petition challenging her removal, ruling that it did not meet the legal threshold to overturn the Senate’s decision. The court affirmed that she was granted a fair hearing and upheld the Gazette notice confirming her removal.

The Senate voted on August 21, 2024, to impeach Mwangaza on three charges:

a) Gross violation of the Constitution and other laws – 26 senators voted for, 14 abstained, and four opposed.

b) Gross misconduct – 26 senators supported, two opposed, and 14 abstained.

c) Abuse of office – 27 senators voted in favor, one opposed, and 14 abstained.

Most of the senators who abstained were allied with the Opposition.

This was the third time Mwangaza faced impeachment since her election in August 2022. While her first impeachment was handled by a Senate committee, the second and third were debated and decided by the full Senate.

Mutuma was elected as Meru’s deputy governor in 2022 alongside Mwangaza as an independent candidate, defeating political heavyweights, including former Governors Kiraitu Murungi and Peter Munya.

Before joining politics, Mutuma was a senior officer in the Kenya Prisons Service and served as a Reverend in the Methodist Churches of Kenya. He holds a Higher Diploma in Forensic Psychology and Criminology from the Kenya Institute of Studies in Criminal Justice and a Bachelor’s Degree in Theology from Kenya Methodist University.

With his swearing-in, Meru County begins a new chapter under Mutuma’s leadership following months of political turbulence.
