The Ethics and Anti-Corruption Commission (EACC) has arrested Daniel Mbaka Omwoyo and David Ondimu Kombo, the Deputy Clerk and former Speaker of the Kisii County Assembly, over alleged irregular and unlawful recruitment at the Assembly.
EACC investigations revealed that Mr. Omwoyo unlawfully appointed his niece, Ms. Everline Maraburi, as a Clerical Officer without approval from the County Public Service Board and disregarded established recruitment procedures.
Ms. Maraburi was later irregularly hired as the Speaker’s Personal Assistant on permanent and pensionable terms, contrary to Salaries and Remuneration Commission (SRC) regulations that only allow such appointments on a contractual basis.
The former Speaker is accused of using his office to facilitate Ms. Maraburi’s appointment and conferring an unlawful benefit on her.
Mr. Omwoyo was arrested on Monday and arraigned before Hon. Nyariki at the Kisii Law Courts, where he pleaded not guilty to abuse of office charges.
He was released on a cash bail of Sh50,000 or a bond of Sh100,000 with a surety of a similar amount.
Mr. Kombo is expected to be arraigned on Tuesday (today) to face similar charges.

If they’re coming at Honorable Kombo then they need to come after all the other 374737372819 politicians who are hiring everyone including their backyard chickens. This isn’t justice if only one person is being picked on. Honorable Kombo is just being targeted. EACC isn’t fighting corruption if they only pick and choose who they want. That in itself is injustice. DO BETTER EACC!
