The Embu County Assembly has initiated impeachment proceedings against Finance and Economic Planning CEC Prof. Joe Kamaria over allegations of contempt of the legislature and gross incompetence.
The embattled executive was accused of failing to submit budget implementation reports and repeatedly ignoring summonses by the Assembly’s Finance Committee to explain revenue collection and budget performance issues.
Despite appearing before the Committee of the Whole House chaired by Deputy Speaker Ibrahim Swaleh (Kirimari), MCAs found Prof. Kamaria guilty of breaching assembly protocols.
They recommended his removal under Section 22(3) of the County Assemblies Powers and Privileges Act, 2017, and Section 40 of the County Governments Act.
Kamaria admitted to withholding information, violating Article 35 of the Constitution, and apologized for what he termed “administrative errors.”
However, MCAs dismissed the apology as insincere, citing his perceived arrogance and use of forged documents in his defense.
The legislators expressed outrage over his decision to send a junior, non-policy officer to represent his docket in previous committee sessions, terming it disrespectful to the Assembly.
Multiple MCAs stated that the CEC had proven unfit to manage public resources and vowed to proceed with the impeachment motion.
